Previewing NATO’s Strategic Concept

At their meeting in Lisbon, Portugal this week, NATO leaders will consider a new long-term plan, called the Strategic Concept. The summit agenda will focus largely on missile defense, Russia, and the war in Afghanistan. Foreign Policy Senior Fellow Steven Pifer, director of the Arms Control Initiative at Brookings, explains the summit’s complex challenges as well as the need for the U.S. to take a firm leadership role.
