California’s road to climate progress, Part 1
This research series sets out to understand why Climate progress in California has been so difficult—and what it might take to set the state on a course to reach its ambitions. Based on an extensive literature review and stakeholder interviews, the authors map out the byzantine set of laws that govern what gets built, detail the problems with the state’s current system, and suggest the kind of reforms that could both streamline processes and accelerate project delivery.
