About the Author

Portrait: Stephen HessStephen Hess is a senior fellow emeritus in Governance Studies at The Brookings Institution. He served on White House staff during Eisenhower and Nixon presidencies and as advisor to Presidents Ford and Carter. Hess also was distinguished research professor of media and public affairs at the George Washington University. His other books include “The Professor and the President: Daniel Patrick Moynihan in the Nixon White House.
