World Bank procurement reform: Some notes for the Board

After an extensive worldwide effort to engage stakeholders, World Bank management has now issued its final draft of its reforms for approval by its Board. Jeff Gutman, Charles Kenny, and Daniel Runde offer five points for the Bank and its Board regarding implementation to ensure that the new framework can reach its potential to make public procurement a more effective strategic instrument.
