Russia is developing new ICBMs, aircraft, and submarines that will be armed with nuclear weapons, but the United States also has plans to modernize its nuclear weapons and delivery platforms. He writes that, despite some troubling developments in Russia, and Moscow's belligerence, the U.S. nuclear arsenal remains robust.
