The six countries on Europe’s periphery most badly battered by the ongoing eurozone crisis - Cyprus, Greece, Ireland, Italy, Portugal and Spain - are facing the prospect of being permanently consigned to second-class status. However, writes Thomas Wright, with some skillful foreign policy, they can unite as a caucus to demand the pro-growth policies that they, and the eurozone as a whole, desperately need.
