Ukraine Crisis' Impact on Nuclear Weapons

In invading Crimea, writes Steven Pifer, Russia has violated the terms of the 1994 Budapest Memorandum, under which Ukraine recieved security assurances from the United States and United Kingdom in exchange for surrendering their nuclear weapons. Those two parties, he argues, now have an obligation to respond.
