  • Cybertheft as An Act of War?

General Martin E. Dempsey: When does cybertheft become a hostile act? There are capabilities out there that are so destructive that it would be difficult not to see them as acts of war.

  • Establishing Rules with China

General Martin E. Dempsey: China's view is that there are no rules of the road in cyberspace, but we've asked to meet with them to establish rules, so we don't have friction points in our relationship.

  • The Challenge from the Inside

General Martin E. Dempsey: There are things we can do to reduce our vulnerability, but as we saw in the case of Snowden, you can't stop someone from breaking the law 100 percent of the time.
