The Brookings-SAIS Project, in collaboration with Georgetown University’s Institute for the Study of International Migration and the Norwegian Refugee Council, has organized a series of meetings to discuss the development of a framework for when internal displacement ends. This third and final meeting was convened to seek the views of national governments faced with the challenge of internal displacement, of civil society from affected countries, and of donor countries.

After discussions with these representatives, the participants set about reviewing the Draft Criteria and Guidance on When Internal Displacement Ends. The goal was to create a series of benchmarks of solutions for IDPs as well as a step-by-step flowchart to provide guidance on how to approach the issue of when displacemnt ends in different settings.
