Testifying before the Senate Foreign Relations Committee on July 18, Kenneth Pollack argued that the current U.S. strategy is ill suited to the tasks of quelling the insurgency and restoring law and order in Iraq. Unless the United States shifts quickly and decisively to a traditional counterinsurgency strategy, Iraq’s reconstruction may be doomed to fail.
