The Prospects (Revisited) for the St. Elizabeths Hospital Campus: Opportunity Lost?

Abstract

The federal government is planning to devote the entire 176-acre West Campus of the St. Elizabeths Hospital, a national historic landmark, to the exclusive use of the Department of Homeland Security’s headquarters. David Garrison updates the situation from his 2003 paper on the project, arguing that the federal plan for this unique resource effectively destroys the national landmark while providing very little in the way of spin-off value for the surrounding neighborhood or the city as a whole.
