Retrofitting federally subsidized multifamily housing presents an enormous opportunity to reduce costs, improve affordability, decrease energy usage, and create jobs.  This report for the What Works Collaborative examines the impediments to scaling retrofits nationwide, catalogs groundbreaking innovations in the field, and sets out an agenda to transform the retrofit market in an era of increasingly scarce public dollars.
