In January 1999, the Brookings Institution Center on Urban and Metropolitan Policy released “Livability at the Ballot Box,” by Phyllis Myers, a report that analyzed 240 measures related to conservation, parklands, and smarter growth, which went before voters on election day, 1998.
For the 2000 elections, the Center on Urban and Metropolitan Policy released a significantly broader report, which focuses on several kinds of growth-related initiatives, including measures on transportation investment and economic development. This paper analyzes more than 550 state-wide and local initiatives, explains what the success or failure of the various initiatives says about how people want their communities to grow, and offers implications for future growth-related initiatives.
