In the United States, significant progress toward the goal of having all students graduate from high school career- or college-ready will not be made until the labor market for teachers is restructured. For that reason, a panel of experts propose the creation through federal legislation of America’s Teacher Corps. The ATC would complement the current federal Teacher Incentive Fund and the Obama administration’s proposed replacement, the Teacher and Leader Innovation Fund.
