Shadi Hamid says even though U.S. revocation of military aid to Egypt’s SCAF would be complicated and unlikely to change the military’s behavior in the short-term, it is imperative the White House does so to prevent long-term backlash for underwriting Egypt’s autocrats against democratically elected institutions.
