As part of an effort to promote transparency in redistricting, an advisory board of experts, including scholars from Brookings and the American Enterprise Institute, and representatives of good government groups developed a set of principles to promote transparent redistricting and to identify barriers to the public and communities who wish to create redistricting plans.
