Roberta Cohen argues for a stronger approach to human rights issues in North Korea.  According to Cohen, with Kim Jong Il reportedly ailing, a succession process underway, and internal controls seemingly eroding, it is time to plan for the inclusion of human rights issues in both bilateral and multilateral talks and to work to strengthen the United Nations’ focus on human rights in the region.
