The Brookings Institution has created a special project  called Opportunity 08, designed to inject substantive ideas into the 2008 presidential race. It is explicitly bipartisan and is co-chaired by  former Reagan chief of staff Ken Duberstein and Tom Donilon — former Democratic presidential advisor.
