Jill H. Wilson was a panelist at the closing plenary session of the American Society of Public Administrators’ national conference in Miami on March 24, 2009. The session focused on “Public Administration in the Midst of Diversity: Social Equity and Immigration.” Wilson outlined the major trends in U.S. immigration, including its size, growth, geographic spread, and the changing origins and characteristics of immigrants. These trends, together with the lack of federal immigration reform, have led to the proliferation of state and local efforts to address immigration. Public administrators in many parts of the country confront tough choices as their population undergoes rapid change due to immigration.
