Colonel Amy R. Ebitz (USMC) joins Brookings as a 2018-19 Federal Executive Fellow. She was most recently assigned to the Joint Staff Current Operations Division, Operations Directorate as the Antiterrorism and Force Protection branch head. Prior to that assignment, Col. Ebitz was forward deployed to the III Marine Expeditionary Force in Okinawa, Japan as the commanding officer of the 3rd Law Enforcement Battalion. She has also served in support of Operation Iraqi Freedom and numerous other operations worldwide. Col. Ebitz earned her bachelor’s degree from Cameron University in Oklahoma. She is a graduate of the Federal Bureau of Investigation National Academy, and holds master’s degrees in military studies, from the U.S. Marine Corps Command and Staff College, and strategic studies, from the U.S. Marine Corps War College.

Colonel Michael T. Evans (USA) joins Brookings as a 2018-19 Federal Executive Fellow. He is the former director for dental services at Walter Reed Nation Military Medical Center in Bethesda, Maryland. Over his 25-year career, Col. Evans commanded, and held several clinical and administrative positions. Col. Evans earned his Bachelor of Science in chemistry at Delaware State College, and his Doctor of Dental Surgery degree from Howard University College of Dentistry in 1992. He completed a one-year General Dentistry Residency at St. Elizabeth’s Hospital, Washington, DC. He is also a graduate of the U.S. Army War College Distance Education Program where he earned a master’s in strategic studies.

Commander Michael Lachowicz (USCG) joins Brookings as a 2018-19 Federal Executive Fellow. He most recently served as the aeronautical engineering officer of Air Station Clearwater—the largest air station in the U.S. Coast Guard. Prior to that assignment, he served at the White House in the Office of Management and Budget (National Security Division) and in the Coast Guard Office of Budget and Programs. Cmdr. Lachowicz has completed operational tours throughout the Gulf of Mexico and East Coast. He has amassed over 4,000 hours of flight time in the HU-25 Falcon and the C-130 Hercules, serving as an operator, instructor pilot, and aeronautical engineer. He has deployed to the Caribbean, Eastern Pacific, and Central/South America, supporting a range of Coast Guard missions. Cmdr. Lachowicz holds a bachelor’s in management from the United States Coast Guard Academy and a Master of Business Administration from Embry Riddle Aeronautical University.

Commander Brendan Stickles (USN) joins Brookings as a 2018-19 Federal Executive Fellow. He most recently served as the commanding officer of the Electronic Attack Squadron 130 (VAQ-130), based in Whidbey Island, Washington. Prior to that, he spent his junior officer tour flying “Prowlers” in Atsugi Japan with VAQ-136, where he was awarded an Air Medal with Combat “V” during Operation Iraqi Freedom. Throughout his career, he has logged more than 3,500 flight hours and has completed over 500 carrier landings in EA-6B, F/A-18, and EA-18G aircraft. Cmdr. Stickles earned his bachelor’s degree from the U.S. Naval Academy. He holds a Master in Business Administration from the University of North Carolina and a Master in Public Administration from Harvard.

Ryan Trapani (USG) joins Brookings as a 2018-19 Federal Executive Fellow. He is a career Central Intelligence Agency officer. From 2014 to 2018, he was the chief of the media relations branch in the Office of Public Affairs at the CIA. From 2009 to 2014, he worked in the CIA’s Office of Congressional Affairs. Prior to that, he served in Congress for Senator Dianne Feinstein (D-CA) and Rep. Anna Eshoo (CA-14), worked as a clerk at the U.S. Court of International Trade, and was an associate at the law firm of Shearman & Sterling. Trapani earned his bachelor’s degree in international relations from St. Joseph’s University. He holds a master’s in international relations from Syracuse University and a Juris Doctor from Emory University.

Colonel William P. White (USAF) joins Brookings as a 2018-19 Federal Executive Fellow. Col. White entered the Air Force as a combat controller in 1989 and earned his commission as a distinguished graduate of Southwest Texas State University Reserve Officer Training Corps in 2000. He was one of the first special operations personnel deployed in support of Operation Enduring and Iraqi Freedom. In Afghanistan, he established Bagram Airfield, liberated the U.S. embassy in Kabul, and directed over 100 lethal air strikes. Col. White has served as a flight commander, director of operations, Air Staff programmer, joint duty officer, and squadron commander.
