In a time of tightened budgets, thorough examinations of the Defense Department’s strategy, force posture, investments, and institutional management are of critical importance. The Strategic Choices and Management Review (SCMR), announced this spring and recently completed, is expected to define major decisions which must be made in the years ahead. The SCMR is intended to be used as a basis for future defense budget requests as well as the next Quadrennial Defense Review, due early in 2014.

On August 2, the Center for 21st Century Security and Intelligence at Brookings will host Deputy Secretary of Defense Ashton Carter for a discussion on the Strategic Choices and Management Review and how it may change the Defense Department’s future choices. Brookings Senior Fellow Michael O’Hanlon, director of research for Foreign Policy at Brookings, will provide introductory remarks and moderate a discussion with Deputy Secretary Carter following his speech
