Development aid in the 21st century operates in a complex global environment made up of various new actors, challenges and approaches. The next High Level Forum on Aid Effectiveness, to be held in Busan, South Korea, must determine how to better organize and deliver aid in this new environment. In Catalyzing Development: A New Vision for Aid (Brookings Press, 2011), editors Homi Kharas, Koji Makino and Woojin Jung review the changing aid climate and provide recommendations to guide the work of international development partners in the years ahead.

On June 28, Global Economy and Development at Brookings hosted Senior Fellow Homi Kharas; Kangho Park, consul general for the Republic of Korea; and Keiichiro Nakazawa, chief representative, USA Office, Japanese International Cooperation Agency, to discuss how aid can be a catalyst for development.

Following the presentation, panelists Kyle Peters, director, country services, operations policy support department, World Bank; Steven Pierce, senior advisor and special assistant to the administrator, United States Agency for International Development; Hyunjoo Rhee, policy analyst on aid effectiveness, Korea International Cooperation Agency; and Lindsay Coates, executive vice president, InterAction provided their thoughts on the book’s recommendations for delivering aid effectively as well as assess the upcoming Busan forum. Paul O’Brien, vice president for policy and campaigns, Oxfam America, moderated the discussion.

After the program, the participants took audience questions.
