International financial markets and mechanisms have seen profound changes in the past few years, in particular in the strong growth of private capital flows to developing countries. In this important publication–from the Per Jacobsson Lecture delivered by Jacques de Larosiere in September 1996–the author considers the implications of these changes and assesses the future role of multilateral development institutions.
