It calls for reforms in areas such as product and labor market regulation, taxation, pension benefits, income support, health, and education to boost labor productivity and employment.

The 2009 edition also includes analytical chapters covering tax structures and economic growth, policies to support infrastructure investment, developments in product market regulation, and the employment and productivity effects of population structure.
