Walter Kälin focuses on international human rights law with an emphasis on internally displaced persons and refugees. Walter Kälin was the representative of the United Nations secretary-general on the human rights of internally displaced persons from 2004 until 2010. During this period, he co-directed the (then) Brookings-Bern Project on Internal Displacement. Currently, he is a professor of constitutional and international law at the Faculty of Law of the University of Bern (Switzerland), envoy of the chairmanship of the Nansen Initiative, and member of the U.N. Human Rights Committee.
Implementation of a national policy [on internally displaced persons] had previously been recommended to the Yemen Government in 2010 by Mr. Walter Kalin, the UN Representative of the Secretary-General on the Human Rights of Internally Displaced Persons. The UN Human Rights Committee restated the recommendation earlier this year.
