Sifan Liu is a former Senior Research Analyst in the Brookings Metropolitan Policy Program. Liu conducts research on policies and practices that drive inclusive local economic development. Liu has led analytical work on the impact of COVID-19 on small business owners, the role of high-growth startups in regional prosperity, the local value of economic development incentives, and the labor market impacts of digitalization. Prior to Brookings, Liu interned with Climate Policy Initiative and World Resources Institute. Liu holds a master's degree in public policy from Georgetown University and a bachelor's degree in Economics from Shanghai Jiao Tong University.
