To really have any kind of impact, the sanctions have to be akin to the kinds of sanctions we've applied against Iran. They have to be all-encompassing and they have to get right to the heart of the economy.

This requires a complete reappraisal of how we approach Russia. Putin has made it very clear he intends to reassert Russia's sphere of influence ... We don't have a strategy to deal with that.
