To really have any kind of impact, the sanctions have to be akin to the kinds of sanctions we've applied against Iran. They have to be all-encompassing and they have to get right to the heart of the economy.
Everyone thought the Eastern Partnership was just another flabby European project. But once a country signs up, it is in Weight Watchers and, if they follow the regimen, they change. Russia realized this and did not like it.
