English Summary 

Although he was elected as a conservative in 2000, George W. Bush’s record does not look very conservative. Under his guise, the federal government has stepped up its activities and scope. It has proven more intrusive in people’s lives, due to the war on terror. And the Bush administration has launched a far-reaching Wilsonian military intervention in Iraq. The right did score some substantial points (like repeated tax cuts and the nomination of conservative judges to the Supreme Court), but many conservative activists have declared George W. Bush a traitor to the cause and accused him of splitting up the movement. The President’s defenders argue that, on the contrary, Bush has managed to adapt Ronald Reagan’s conservatism to the new era. Still, the electoral fortunes of the Republican party do not seem very bright, for they rely in part on the power of the religious right and on the South, two constituencies increasingly at odds with the rest of the country, where the mood is less favorable to conservatism than from the 1970’s to the 1990’s.

Elu en 2000 sous l’étiquette conservatrice, le bilan de George W. Bush est paradoxal. Ses deux mandats ont été marqués par un accroissement du rôle de l’Etat fédéral, par une plus grande intrusion de cet Etat dans la vie des Américains au nom de la « guerre contre la terreur », et par une intervention en Iraq marquée au sceau d’un wilsonisme utopique. Si la droite américaine a enregistré quelques avancées (réductions d’impôts, nominations à la Cour suprême), nombre d’activistes ont rompu avec le président Bush en l’accusant d’avoir trahi la cause conservatrice et fait imploser le mouvement. Les défenseurs du président soutiennent au contraire que Bush a adapté le conservatisme de Ronald Reagan aux temps nouveaux. Il reste que l’avenir électoral du parti républicain paraît obscurci par la puissance de la droite chrétienne et du Sud, en décalage croissant avec le reste du pays, dont l’humeur n’est plus celle, favorable au conservatisme, des années 1970 à 1990.
