This powerpoint by Robert Puentes was presented at a summit of mayors, city council members and city managers from older, inner-ring (or "first") suburbs around Dayton, OH. This meeting was a first-ever attempt at organizing and establishing a coalition of Dayton's first suburban leaders to work to change the "rules of the development game" to ensure more balanced transportation, land use, economic development and reinvestment policies that are focused specifically on the unique issues and challenges they face.
