"Since the Depression-era Unemployment Insurance program was created to help workers weather severe job losses, our economic life has changed for the better in many ways. But the nature of unemployment has also changed dramatically since this program was created some 70 years ago: job loss is more likely to be permanent; income loss is more likely to be long-term; and the length of time unemployed has increased. Creation of a new wage-loss insurance program would help people cope with these larger, longer-term consequences of unemployment, and the idea is supported by a range of groups, ranging from those advocating for workers at the Trade Adjustment Assistance Coalition to the CEO group Financial Services Forum."
