In a harbinger of rhetoric to come, he not only refused to rule out another round of military base closings, but he also announced his intention to reform the military acquisition process, which he declared ill-suited "to meet the demands posed by an expansion of unconventional and asymmetrical threats in an era of rapid technological advances."
