Inoculate the Budget Deficit From Healthcare Reform

While health care spending is forecasted to make up much of the medium- and long-term budget deficit, William Gale explains why the country cannot wait for reform to be enacted before taking action on the budget. Instead, Gale proposes a plan to link excessive health care spending with a VAT, thereby reducing health spending's impact on the deficit.
