With Congress likely facing several upcoming battles over issues including the need to raise the debt ceiling and President Obama's nominations for crucial posts such as the secretaries of state and defense, the Senate's rules for filibustering are coming under scrutiny. Brookings experts examine the current rules and how they may impede legislative progress, and offer suggestions on how to balance the need to maintain the rights of the minority with the need to pass new legislation.
