Having contained Cuban support for revolution in Latin American and perceiving signs of strong stirrings of a new civil society in Cuba, the United States should take steps to "contribute to rapid, peaceful, democratic transition in Cuba while safeguarding the vital interests of the United States," concluded a bipartisan Independent Task Force on Cuba sponsored by the Council on Foreign Relations.
The Task Force included experts on Latin America and U.S. foreign policy from a cross-section of think tanks, academic and religious institutions, businesses, and government agencies. The resulting Task Force Report represents an unprecedented bipartisan consensus among liberals and conservatives in defining a new era for U.S. policy toward Cuba. Included in the report are relevant documents by several Task Force members and observers.
