RELATED REPORT From Traditional to Reformed: A Review of the Land Use Regulations in the Nation's 50 largest Metropolitan Areas

This appendix is a more detailed companion to a simultaneously published policy paper. It provides an examination of the governance framework, growth trends, and regulatory environment in each of the 50 largest U.S. metropolitan areas. Each profile is a more complete description of the survey results for these metropolitan areas, supplemented with internet searches and estimates based on other responses from other metropolitan areas, and a variety of other policy drivers.

For each profile, density is defined as the population (estimated from the decennial census) divided by the urbanized land. The US Department of Agriculture's Natural Resources Conservation Service produces data on urbanization of land in the National Resources Inventory every five years. The production of county-level data from the 2002 NRI is behind schedule as of this writing, making it impossible to produce metropolitan level estimates of density after 1997.
