Kristina Hanson Lowell, PhD
Research Director, Engelberg Center for Health Care Reform
Kristina Lowell manages Center projects in the areas of health information technology, payment reform, and chronic care improvement.

Prior to joining Brookings, Dr. Lowell was a senior analyst in the Office of Policy at the Centers for Medicare & Medicaid Services, where she managed analyses of the Medicare prescription drug benefit and served as a liaison between the Office of the Administrator and other parts of the agency on analyses related to the Medicare prescription drug benefit.  Previously, she was a Senior Research Manager at Harris Interactive, where she managed large-scale quantitative and qualitative health-policy studies of issues concerning individuals with chronic conditions and disabilities, elderly and low-income populations, health-care providers, federal and state legislators, and other key policymakers.  Dr. Lowell was also a Senior Policy Analyst at the Henry J. Kaiser Family Foundation, focusing on Medicare and disability policy.

Dr. Lowell has served as an Instructor at Harvard College and as a Teaching Fellow at the John F. Kennedy School of Government and the Harvard School of Public Health.  She is a graduate of Yale University and earned her doctorate in Health Policy from Harvard University.
