At the initiative of former Senator leaders George Mitchell and Bob Dole, the American Enterprise Institute and the Brookings Institution undertook a major project to examine the country's experience under the Independent Counsel Act. On May 18, 1999, the Project issued a report with bipartisan recommendations to Congress and the Attorney General. On June 11, 1999, Senators Dole and Mitchell testified in the House about the Project's recommendations. On June 30, 1999, the Attorney General issued regulations to replace the Independent Counsel Act, which sunsetted that day.
