For research purposes, shouldn’t Census Bureau poverty measure include benefits from 3 biggest anti-poverty programs as income?
Seriously though, we have to use official pov rate for fed programs. We don’t have to use it for research. 1/2
Problem with War on Poverty isn’t flat poverty (we halved pov rate). Problem is flat *intergenerational* poverty (upward mobility).
War on Poverty has failed—poverty rate flat. Except poverty rate doesnt count 3 biggest antipoverty programs (Medicaid, food stamps, EITC).
