Annan’s Mission Impossible in Syria

In his recent Foreign Policy article, "Annan's Mission Impossible," Salman Shaikh discusses the likely failure of Kofi Annan's plan and the realization that UN observers cannot operate effectively while Assad refuses to abide by a ceasefire. Shaikh says the Annan plan failed because it was formulated on the misguided belief that the Assad regime will ever stop using violence against domestic protesters and negotiate with them in good faith.
