Paul R. Pillar is a nonresident senior fellow in Foreign Policy at Brookings, specializing in intelligence, terrorism and security issues in the Middle East and South Asia.  He has held senior positions at the Central Intelligence Agency and National Intelligence Council during a 30-year career in public service.
