In its first year, the Obama administration has sought to change the tone of U.S. foreign policy and its interactions with Muslim communities. For its part, Europe has spent the past several years pursuing new, more effective counterterrorism policies. Given these developments, is it possible to speak of a new era for the war on terrorism? How can transatlantic allies best work together to respond to terrorist violence?

On December 15, the Center on the United States and Europe at Brookings hosted a discussion on U.S. and European efforts to coordinate the fight against terrorism featuring remarks from Oliver Rüss, advisor to the European Union counter-terrorism coordinator, and Brookings Senior Fellow Daniel Byman. Brookings Nonresident Senior Fellow Jonathan Laurence provided introductory remarks and moderated the discussion.
