Additionally, the International Criminal Court (ICC) has issued an arrest warrant for Sudanese President Omar Hassan al-Bashir for war crimes. 12:34 Elizabeth Ferris: About 4 million people have been displaced in Iraq -- about 2 million have fled to neighboring countries and over 2 million are displaced within the country. It's a major humanitarian crisis that deserves more attention than it is receiving.
