The participants affirmed that the current international system is not adequate to address the global challenges of the environment, terrorism, nuclear proliferation, and poverty. Globalization has changed the nature of threats, blurring the international and local, and as a result “going it alone” is no longer viable. Global threats require innovative solutions, more effective response strategies, and increased international cooperation and coordination.

Members of the International and US Advisory Groups agreed that the project on Managing Global Insecurity presents an opportunity to harness a strategy for international cooperation in addressing global security threats and reforming international security institutions. While recognizing the challenges inherent in such an ambitious goal, the Advisory Group members welcomed and strongly endorsed the aims of the project.
