Richard N. Haass is the Director of Foreign Policy Studies at the Brookings Institution and a leading expert on Iraq and U.S. policy in the Gulf. From 1989 to 1993, he was Senior Advisor to President Bush and Senior Director for Near East and South Asian Affairs on the staff of the National Security Council.
