Benjamin H. Harris is a currently a senior research associate in the Economic Studies Program at the Brookings Institution. Specializing in tax and retirement saving policy, Harris has written on subjects ranging from the distributional and revenue effects of tax policies to improving incentives for retirement saving; he also a frequent commentator on various tax reform proposals. Harris is affiliated with the Urban-Brookings Tax Policy Center and the Retirement Security Project at Brookings.
Prior to joining Brookings, Harris served as the senior economist with the Budget Committee in the House of Representatives where he advised members of Congress and their staffs on various economic issues, including the dynamic effects of tax policy; developments in the labor market; and the economic impact of fiscal deficits. In addition to his tenure as the Budget Committee’s economist, Harris held research positions at various economic think tanks, including the RAND Corporation, the Cornell University Institute for Policy Research, the Columbia University Institute for Social and Economic Research and Policy, and the Namibian Economic Policy Research Unit. In 2001, Harris was awarded a Fulbright Scholarship to Namibia.
Harris holds two graduate degrees, including a master’s degree in economics from Cornell University and a master’s degree in quantitative methods from Columbia University. He was awarded a bachelor’s degree in economics from Tufts University.
