The Foreign Policy Program at the Brookings Institution is accepting applications for a Fellow in the program’s Energy Security Initiative (ESI). The successful candidate will support the Director of ESI in conducting original research and writing on issues arising from the Initiative’s annual work plan, managing the Initiative's projects, as well as developing his/her own research agenda.

The Fellow must have expertise in United States (U.S.) and international energy, geopolitical, and environmental issues; as well as particular expertise in electricity markets, clean energy technology development, and deployment. Knowledge of inter-fuel competition in both U.S. and international energy markets is strongly preferred. Expertise in one of the following geographic areas is also required: Africa, South East Asia, or Latin America.

The successful candidate should, by the starting date, hold a Ph.D. in energy economics, technology policy, political science, or international relations. Exceptions may be made for applicants without a Ph.D. who have at least seven years of demonstrated relevant energy-related experience in industry, policy-making, international organizations dealing with energy, or diplomacy.

The Fellow should have an established record of publication in professional or academic journals and a proven ability to conduct original in-depth policy research and analysis. The candidate must be able to competently lead issue-focused meetings, conferences, and other events, as well as interact with media outlets. Strong candidates must be comfortable working with high-ranking decision makers, senior government and diplomatic officials, current and potential funders, and Brookings senior management. The Fellow must be able to work on a number of issues simultaneously in a team-centered environment. Existing contacts and relationships with higher levels of government, the energy business community, academia and the media will be considered a plus.

Outstanding written and oral communication skills in English, and proficiency in another language are required. Salary will be commensurate with the candidate’s qualifications and experience. Starting date is negotiable; however, filling the position by June 2013, is preferred.
