BASIC FUNCTION
Operates as a user advocate within Information Technology Services (ITS) to ensure that overall technology needs of the Institution are met. Proactively reaches out to individuals and groups to understand and communicate requirements; surveys and monitors user satisfaction with IT services and solutions; and facilitates longer term improvements. Creates and executes IT marketing, training, and communications plans to complement and coordinate the delivery of services/solutions to ensure optimal value of Brookings Institution (BI) technology investments.
EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor’s degree in a related area and a minimum of 6 years of experience in a technology-related field required.

PRINCIPAL DUTIES AND RESPONSIBILITIES
35% Business Analysis
Enterprise/Business Analysis: Consults with BI staff to develop a deep understanding of the Institution’s needs that may be addressed by technology. Responsible for determining how systems need to change to accommodate the changing needs of the institution. Understands the role of systems in the big picture and provides ideas and recommendations regarding the evolution of systems. Prior to project initiation captures the necessary view of the business to provide context to requirements and functional design work for a given initiative and/or for long-term planning, including conducting feasibility studies, documenting business architectures, performing risk assessments, and preparing business cases.
Requirements Planning and Management: Determines and plans the requirements activities to be performed on a particular project, what deliverables to be produced, and how to control and manage changes to the deliverables. Works with stakeholders and project teams to negotiate plans, time frames and trade-offs while ensuring stakeholders understand the final results of projects.
Requirements Elicitation: Captures and documents the business, functional, and nonfunctional requirements of a target system as gathered from stakeholders
Requirements Communication: Presents and communicates requirements to stakeholders and obtains approval. Responds to questions and influences stakeholders regarding current and potential system inputs, processes, and outputs.
Requirements Analysis and Documentation: Understands and uses standard business analysis methods, tools and techniques to structure raw data collected during requirements elicitation, identify gaps in the information, and documents the defined capabilities of a new solution using the appropriate format to clearly communicate the requirements to stakeholders and project teams.
Solution Assessment and Validation: Works with enterprise and technology architects to design new IT solutions to improve Institution-wide efficiency and productivity. Ensures that solutions meet stakeholder objectives, are thoroughly tested, and are implemented smoothly. Draws up cost specifications and produces outline designs of new IT systems, specifying the data, files and logical operations the system will perform, and the way data will be viewed by the user. Presents design to sponsoring/accepting BI staff for validation. Works closely with the stakeholders and project teams to implement solutions.
20% Business Analysis/Business Process Consulting Center of Excellence
Develops standard templates for business analysis/business process management related artifacts and deliverables including business cases, business requirements documentation, and business process modeling.
Assists project teams in preparation of requirements documentation ensuring adherence to agreed upon standards.
Assists project teams in developing techniques for all business analysis methods, tools and techniques.
Maintains a central repository for storing and tracking requirements.
Helps transfer BPM capabilities to functional business areas to create sustained improvements in process management. Develops, documents, and trains others in process mapping as required in IT and designated business areas.
Drives awareness and acceptance of ‘end-to-end process optimization; act as a “change agent” committed to accelerating process and system optimization.
25% Business Case Development/Solution Validation
For new projects, assists staff in formulating /gathering project attributes (e.g. scope, cost, risk, schedule) to include in a business case.
Prepares or assists staff in preparation of business cases and related documents using standardized processes and templates.
Prepares or assists staff in presenting business cases for new projects to IT
Leadership/BI sponsors to facilitate decision making.
15% Business Process Management
In the context of gathering and documenting business requirements, consults with Brookings process owners to identify opportunities for process improvement.
Assists in creating business rules and processes that adhere to Brookings governance policies.
Works with process owners to facilitate change in agreed upon business processes.
Assists in defining appropriate process metrics; monitors process health and performance.
10% Technology Training Coordination
Develops and maintains training calendar, course catalog, and attendance tracking
Recommends new topics; continually monitors course offerings for relevance and effectiveness; works with trainers to update content as needed
Researches opportunities for outsourcing of some training programs, works with vendors, facilitates registration
Facilitates room, equipment, training environment requests
Coordinates production and distribution of training materials
Monitors course evaluations for training effectiveness, implements changes to training program as needed
