Following the success of the second Brookings Doha Energy Forum in April 2013, the Brookings Doha Center (BDC) and Energy Security Initiative (ESI) in Foreign Policy at Brookings are establishing a Visiting Fellow position based in Doha to lead a unique research partnership focusing on the intersection between energy, politics, and regional security. This research position will bring to bear the expertise of ESI with BDC experience on political transitions in the Gulf and broader Middle East. The Visiting Fellow will examine the nexus between the changing global energy landscape and the burgeoning strategic relations between Middle East energy suppliers and major Asian energy consumers.

The Visiting Fellow will conduct innovative research on the political implications of shifts in energy supply and demand, as well as other relevant issues relating to hydrocarbons, renewable energy, and the political economy of Arab countries. In addition to writing and research, the Visiting Fellow will lead programming efforts for the annual Brookings Doha Energy Forum by taking a lead role in framing, developing, and providing substantive input on the organization of the forum, which brings high-level decision-makers to Doha for focused discussions.

Based in Doha, the Visiting Fellow will be in a strong position to monitor events in the Gulf and relations between oil and gas suppliers of the region and rising Asian economies. In this regard the Visiting Fellow will also be expected to help BDC and ESI more directly engage policymakers in the region on a broad array of energy issues. Additionally, the Visiting Fellow will be responsible for explaining to key government official in the region the strategies of domestic U.S. energy policy and how U.S. policies may affect the demand for Middle East oil and natural gas.

The Visiting Fellow will be expected to uphold the Brookings Institution’s commitment to independent, nonpartisan research and publication, and to maintaining the highest level of integrity in pursuit of this mission. He/she will also be expected to be an active participant in BDC and ESI activities, including but not limited to regularly organized policy discussions, seminars, workshops and other events.

In general, Visiting Fellows are drawn from mid-to-senior ranks of governments, think tanks, universities, and the media. The ideal candidate will have a PhD in a relevant field, with broad governmental, professional, or civil society experience; a proven record of publishing; and fluency in English. Compensation will include support to cover the cost of travel to and from Doha, living accommodations, and certain other living expenses.

Applicant Requirements

- A PhD in a field relevant to the area of research is preferred; minimum of an advanced academic degree is required.
- Applicants must combine PhD credentials with 6-8 years of professional experience in one or more of the following fields: think tanks/academia, government, the media, or business, with practical or scholarly exposure to current economic, geopolitical, or security trends in the global energy landscape.
- Applicants lacking a PhD, but holding a relevant advanced degree, must have 12-14 years of professional experience in one or more of the fields listed above.
- The Visiting Fellow must be available for a full-time affiliation based in Qatar for the duration of a one year contract, with the possibility of renewing the fellowship for a second year, depending upon a variety of factors.
- The Visiting Fellow must have experience developing and providing substantive input on the organization of large-scale meetings or conferences.

Through research and convening efforts, ESI seeks to examine three key substantive aspects of energy security: the geopolitics of energy; the economics of energy; and the growing environmental imperative of balancing increasing global economic prosperity in a carbon-constrained context.
