Basic Function

Oversee communications for the High-Value Health Care project, a broad public-private collaboration that promotes widespread use of valid quality and cost measures to improve medical care and facilitate more informed decisions by patients. In conjunction with the Engelberg Center for Health Care Reform’s (ECHCR) Outreach Director, develop and implement a long-term communications plan for the project, working with the project’s funder, the Robert Wood Johnson Foundation; the project’s managing director; and an outside communications vendor. Coordinate with and assist the communications/ outreach staff at the collaboration’s member organizations (the Quality Alliance Steering Committee), relevant government agencies, and participating health plans. Oversee the project’s Web page, as well as a project extranet. Help coordinate the project’s communications activities with those of the ECHCR.

Education/Experience Requirements

Bachelor’s degree required, with four to five years professional communications experience in a fast-paced, policy-oriented environment. Also required: experience managing a communications vendor under a large contract or experience at communications agency; demonstrated experience creating communications strategies and/or working with media; strong writing and editing skills. Knowledge of and experience with online communications such as Web site development, e-newsletters, blogs and other online tools desired.

Knowledge Requirements

Capability for overall strategic analysis, planning and implementation in communications required. Must have working knowledge of and established relationships with key trade and health policy media. Must be able to work within context of larger institution, coordinating communications efforts. Must also have strong oral and written communications skills, plus demonstrated ability to work collaboratively as part of a team. Must be able to simplify and synthesize complex issues and text, both in written and oral forms. Knowledge of health care policy strongly preferred.

Principal Duties and Responsibilities

90% High-Value Health Care (HVHC) project communications:

• Act as primary contact for all HVHC communications efforts, and as main coordinator between its partners and other organizations that participate in the project.

• Serve as a liaison to the communications vendor retained by RWJF to provide communications and outreach for HVHC.

• Work closely with the project’ Managing Director, RWJF staff and communications vendors to develop a long-term communications plan for HVHC, and support the implementation of the strategy and tactics of this plan, coordinating with agency team and communications counterparts at partner organizations.

• Ensure coordination among collaborators in planning conferences, forums, national meetings and local seminars or workshops, and clarify which communications entity will be responsible for which tasks.

• Write and edit reports, key messages, press materials, talking points, op/eds, letters to the editor, web text and electronic newsletters, seeking approval of ECHCR Outreach Director and others as appropriate.

• Direct the development and upkeep of the HVHC project Web site, extranet, database and e-mail alert system to align collaborators on messaging and to provide updates announcing upcoming meetings, new developments, success stories, and personnel changes.

• Establish and maintain contact with trade and main stream media, as appropriate, to ensure coverage of HVHC announcements and messaging in ongoing coverage about health care reform.

10% Overall Engelberg Center for Health Care Reform (ECHCR) communications:

• Work closely with the ECHCR Outreach Director to develop and implement communications plans for Center partnerships and other activities.

• Help devise media, roll-out and distribution strategies for ECHCR announcements and events.

• Support the tactical implementation of partnership communications plans in concert with counterparts at partner organizations.

• Draft press materials and communications tools as needed in support of ECHCR activities.

• Support further development and maintenance of comprehensive list of ECHCR key contacts.

• Coordinate with ECHCR Outreach Director and Brookings central communications staff to conduct day-to day communications activity in support of the Center, its mission, leadership and partners.

• Assist in monitoring media trends and coverage to uncover opportunities for ECHCR, its partners, and its leadership.
